Appendix 3 - Applications for Arts Activities

Introduction

Arts Organisations, Artists, Festivals, Venues and Organisations working in partnership with professional artists, are invited to apply for a commission of up to £5,000 each (if you want to apply for more, please contact, hannah@i-gnition.co.uk)

The successful arts commissions will form part of a five year strategic programme for children and young people with SEND and their families. The programme, being delivered in partnership by Actio Consortium and CCS (Culture Consortium Shropshire), will enable children and young people with SEND and their families to take part in more and better-quality Arts activities.

Developed from extensive research and consultation with children and young people and their families and a range of partners, the research showed that children and young people currently accessing activity through the ‘All In’ programme would like opportunities to participate in a broader range of activity particularly in the arts.

Research and development is fundamental to the programme, looking at ‘what works well and why’ in providing arts and cultural opportunities for this group and their families.

CCS and Actio have secured funding for the programme from Arts Connect (Partnership Investment Funding) and Shropshire Council. This is being matched by a range of other partners.

Arts Commissions

Through the Commissions the Actio Consortium and CCS want to support a broad range of exemplar, exciting and inclusive arts programmes happening in a variety of spaces and locations across our very large and sparsely populated rural county.

The arts programmes will aid accessibility and choice for as many children and young people with disabilities, or additional needs, aged 0-18 who live in Shropshire as possible.

The programmes of work should be developed with the aspiration that they will offer this cohort of children and young people with new experiences and ensure equality of access, enabling them to get involved in the arts regardless of circumstance.

Programmes of work will need to meet the All In criteria as well as the specific criteria relating to the arts below. Programmes of work should be delivered during April 2022 – March 2023.

Criteria

General Arts Criteria

Applicants should aim to offer what the decision panel considers to:

  • be a high-quality arts experience

  • be a regular programme of activity (over 12 months) or a time sensitive offer (e.g. school holiday provision) in Shropshire (unitary area)

  • improve access to arts activity for children and young people with disabilities or additional needs

  • improve participants health and wellbeing and connection to a place

  • raise the profile of the arts in Shropshire

  • support the local arts economy

  • be members of CCS (Culture Consortium Shropshire) *

  • If your organisation/company are not delivering the Arts activity directly and utilising external arts partners, they will need to be CCS members.

Specific Arts Criteria

Programmes of work will need to meet the following specific criteria:

 

1. Partnership Working

Priority will be given to programmes of work which:

  • are developed in partnership

  • respond to community consultation and needs, identified through evidence available to date

  • provide a vibrant and diverse arts offer

  • have a potential wide benefit

 

2. Accessibility

The programme of work should be accessible to all children and young people with disabilities or additional needs, inclusive, support social inclusion and break down barriers to engagement in the arts.

 

Priority will be given to programmes of work which:

  • engage children and young people and their families

  • adopt inclusive practices e.g. Intensive Interaction, Total Communication, Person Focused Practice

  • take into consideration cost; where activity is taking place; transport; accessibility of venues; time of activities; marketing and publicity

  • actively and regularly consult with participants and their families

 

3. Children and Young People

The arts programme should fully engage children and young people with disabilities or additional needs. This could include as audiences, participants and in more active roles such as performers, makers, apprentices, programmers, curators and reviewers.

 

Priority will be given to programmes that include opportunities for young people to:

  • gain accreditation e.g. Arts Award

  • progress into other projects, volunteering, employment and training

 

4. Match Funding

Organisations will have to match the commission with at least 10% match funding from other sources. This can include support in kind.
